you are right. there are many guest houses around Back beach on Thuy Van street and on some small streets in this area. Some of them I’ve stay before:
guest house PHUONG VY (145a Thuy Van) – 11 usd per night
hotel XUAN TRUONG (121 Thuy Van) – from 12 usd per night
guest house DUY HANH (04 La Van Cau) – from 10 usd
hotel HOA LOC (47 Pho Duc Chinh) – from 11 usd
One more nice place (clean and simple) – Artists Hotel (has long and complicated Vietnamese name). Located at 159 Thuy Van Street, write opposite Vungtau Beach Club.

Never heard about this place. The comments those posted in travellers websites looks like written by the owners.
I think in Vung Tau has many really nice places to stay. I would recomend Hong Binh or Binh An Residence on the Pham Chu Trinh Street…
